The Efficiency Manager is available in game under the Specialists tab.  The Efficiency Manager will periodically increase the speed of one of the slower properties (Oil Sands, Shale Play, Omani Field or Saudi Field) by 1%.  Like the Investment Advisor, the Efficiency Manager's strengths are more apparent in the very late game.

(I am not a developer but...) Without looking at the code, the formula for the hours for this and the Investment Advisor are basically something like: 24*((Specialist Level)^-0.99995). The 10th level is actually 2.4 under that formula but the rest are consistent with game experience and this table.
